There are numerous very tourist places to eat in Dusseldorf. The fischhalle is one of them which results in fairly good food for high prices. Though my salmon was nice, the atmosphere was lacking (halle already says enough, like a big hall, mensa, where you can have food) and the wine was ok as well.
